Video Input and output

I don't even know if this should be under this topic because it is a bit broad, but here is my question...

Is there a way, or does anyone know of a way to say have a real life camera or video feed to be sent to the computer into an input card (pci card) then maybe with some 3rd party software or maybe without it, have it be fed into a 3D Game Studio Application in a little window for viewing.

I am thinking of maybe having buffers and such to feed it to a file and just keep cleaning the buffer as more info comes in.

Also if I am not mistaken isn't there a command to run an internal executable in 3D Game Studio in a window, or even be able to display web pages?

Any feedback?

you can use the webcam
and probably any pci video card if
is the default video input in windows
