am I allowed to use the free soundtrack of Grim Fandango in my non-commercial game? The soundtrack is free available on this site:

No, you're not allowed.

Someone putting something up for download doesn't grant anyone any rights.

(This particular someone is an enthusiastic fan of a great game - but he's not an official representative of the people holding the rights for Grim Fandango (possibly LucasArts), and even if he were, nowhere is it stated that right are granted).
