i know about all that. and that was not my question. as it is legal to play and purchase such games, even in germany, when you have come come of age, i ask nothing forbidden.

so, if anyone can recommend an ip changer or any other solution, please tell me.

I dont think an ip changer will help, steam is notorious for permanently banning anyone which displays suspicious activities.

Its a simple matter of contacting steam to see what they can do for you, but it may prove to be impossible for german users.
