Try "User Requests" as well as online shops or sites (some can be found in user signitures)like Terminal26.

For the animation I recommend motion capture (MoCap), from: http://www.truebones.com/

They sell cheap BVH motion capture, and TrueSpace motion capture, only for individual motion files. They do have big packs of hundreds of animated mocap skeletons, but these are more expensive. You can get one mocap file for a dollar or less! If you have something like Maya, Lightwave, 3DsMax, or TrueSpace, you can load BVH files into the scene, and attach the skeleton to your MakeHuman characters (Skinning)

MakeHuman download link:
http://www.dedalo-3d.com/download.php - it supports export of collada, and wavefront object meshes.

This site has something called MakeHuman, which is FREE! It can kinda do animation, I think. I have used it, and plan on using the characters in a game i'm making (but they have no clothing on, so you must make it yourself). I also have TrueSpace 7.51. My copy has the ability to import .obj files (wavefront object), but I am unsure if you need other plugins, software, etc. to get that abilitiy in TS 7.51. By the way, somewhere on this forum, I posted a question having to do with character clothing, and I eventually figured out a way to make it myself. Just do a search for posts with the word 'Cloth' in them.

In fact, I will post my clothing tutorial I made using TrueSpace 7.51.

I figured out how to make cloth in TrueSpace 7.5! Just follow this tutorial I made if you have TS7.5, and want to make clothes for your characters.

1.)Make a character with the body separate from the head.

2.) Right mouse click on the body mesh, select the faces of the torso and arms, using the 'select using rectangle' tool.

3.) Click the 'copy' tool, then click the 'separate' tool. Move the copy and the separate torso and arms to the position under the head if they were not there already.

4.) Scale the torso and arms (the shirt) to fit your model, just until it covers the torso and arms of your character.

5.) In the Material Editor, you can now texture the shirt, or UV map it.

You can use the same technique for pants.

Sorry i'm posting more than once, and that I posted the same tutorial as I posed somewhere else in a different place on this forum too, but I just thought it would make life a lot easier for any newbies here.

I dont't know of any sites where the models are already set up for ya, but did you try the links I offered?

Again, here are the links:
MakeHuman (FREE!) exports .obj, and collada formats
- http://www.dedalo-3d.com/download.php
TrueBones cheap .bvh mocap animations - http://www.truebones.com/index.htm

Please try these links. Oh, and what 3d modeling program/s do you have? If you could also tell me the formats they support, that would be helpful too.

Wait, I just checked out a site I haven't been to for a long time.

It's called
http://store.got3d.com/3d-models.html#misc-3d-Models

- they sell 8 pre-animated human models in a pack called the Casual Revolution Series. Not sure of the poly count, but it costs $195. They have other packs too, like low-poly trees (150 low-poly trees for $195), and low-poly non-animated humans (30 low-poly humans for $235) and many other models and textures too. It looks as though the models will come with their textured UVmaps.
