You can change the 'u' and 'v' parameters of your sky entity to scroll the texture across the sky.

Are you building it in lite-c code, or are you making the cube in WED?

I think it is better to use a sky dome, for a scrolling sky rather than a cube...

ENTITY* mySky = ent_createlayer("sky.bmp",SKY|DOME|SHOW, 0);
mySky.u = 5; // horizontal scrolling speed
mySky.v = 5; // vertical scrolling speed
