1. I am not sure how YOU input the -cl and -sv stuff, but I create a shortcut link to the actual file, and add it at the end of the path specification.
2. If you already have the server set up, and know your IP, move on to step three. If you don't know your IP, I would either google "What's my IP," or go into the start menu, click on run (right hand column in XP), and type cmd. Type in ipconfig and three lines of data should appear. The one labled IP Adress is the one your want (ignore the subnet mask and other stuff like that).
3. As a note, I am not sure whether or not you can connect to a network that is using a dynamic IP, but I know you can do it with a static (means that the person has a webserver). Anyhow, after compiling your game, create a shortcut to your exe, and right click properties menu. In there, you will see a path setting. After the final quotes, put in -cl -ip and whatever your IP address is. You shouldn't need to specify your port unless you have a firewall set up.
Troubleshooting:
1. If you still can't connect, check to see whether or not you have any software that could block your network (Firewall or the such).
2. Remember that the client will be connecting your the computer, not the router. The router is just a doorframe.
3. Check to see whether or not you can access your network through the internet, with something other than 3DGS. If you can't connect with IE or Firefox, then you probobly won't be able to connect with 3DGS.
