If you want create big level with big terrain, you must use LOD system if you want save your FPS (read more about LOD in manual). IceX 2.0 is easy way for making good and big terrain with LOD system.
For more information about IceX, try search in Showchase forum.
I have tried 20 terrain programs that create height maps and texture maps. The only one I LOVE for creating huge terrains, and you can save them in pieaces is pnp Terrain creator found here. http://www.pnp-terraincreator.com/. This is the only program that I use, the other ones imo are junk. Oh and its free too.
This version of PnP TerrainCreator is completely for free. You can use it without any restrictions for private as well as commercial use. The Community-Edition is a fully functional version of PnP TerrainCreator.
The Community-Edition has the following limitations:
* The exported heightmap and lightmap contains a water mark with the PnP TC logo * Maximum terrain size of 3x3 sectors * A maximum number of 20 objects and 20 sound placements per sector * A maximum number of 800 tree placements per sector * One grass coverage definition per heightmap element

I have been using it, and when it puts the watermark on the height map, I replace it or make that an oceanic part of my map. It is working very niceley for me. I am only using the height and texture maps, nothing with objects, trees, buildings or sounds.
I understand how to get heightmaps in to WED. But I am uncertain as to how to get textures in.
From the A7 manual Quickstart: Open the tool under Tools / Terrain / Texture Creator. In the [Source Tex] mode, click Add Texture: [Z-Axis] and open grass.tga in the templates_6\images folder. Repeat this with sand.tga and rock.tga. When toggling through the 3 textures ([Up] / [Down] arrows), you'll see the texture height levels marked red in the terrain wireframe image.
So that means I can only have one grass and one rock and one sand texture? That is going to be a very boring landscape. I must be misunderstanding something.
