Hey guys,

I just want to know what would be the best software / utility to create a simple software that grabs an image at a URL, show it on the window, and then analyse the pixels, so when red pixels is detected on the pic, it adds an icon or whatever on that pixel

Why? Because I want to create a kind of storm detection system from Canadian Radar Images. This picture is autoupdating, so it keeps the same file name on the server. I want the software to look at the color in the pic and then adds a symbol on a place where there's a storm (a group of red pixels)

I hope you understand, sorry for my bad english speaking.

I think this could be done easily with lite-c, or even better Pure c program.
