In theory yes, in practice no definitely not, it's an illusion to think it's possible to have the same conditions twice. As you've stated, the previous big bang in your example already happened, so that's already a changed condition, let alone factors like time, location, amount of matter and so on. It's possible in theory, but impossible in practice,
