sorry, not quite sure what you mean by this, could you please explain decals, in terms of 3dgs, do you mean an effect like in half life where you can "spray" a design onto the walls ? chris

assign it an action with something in it. By default this will turn it off. The actual command is something like my.orient = off; but I am not sure on that.
If you are using a sprite as a picture on a wall, for example, you can open "properties" and set it's tilt at .05 or some insignificant amount. It won't be noticeable, but will keep it in the same position.
