Is there any way (possible) to implement "panel.mouse_map" and "panel.event" for panels with a target_map?

It is theoretically possible, but won't come soon. The target map can be anywhere and although you can theoretically calculate the hit point by going through several projections, it's complicated and has low priority at the moment.
