specbump uses
Skin1: color
skin2: normal
skin3: specular map
For it to look like that, you would need a black specular map ( no specular highlights ) and a flat normal map with that purple blue color. Here is the hex code for that color: 6b70ff. That is, if I understood your question correct: You wanted the specbump shader too look like the second image?
