I want to create a very realistic ocean with realistic moving waters and waves.
Is this possible with 3dgs? Is it only possible with shaders? Is it possible with shaders at all?

Yes, it's possible with shaders...

In your post in Steempipe water shader thread you mention how you could get his water effect with textures an uv move. So you should have no trouble making your own Ocean with textures then.
