A Spotlight flag for static Light in WED would be very usefull. But you should be able to manipulate the degrees in which direction the light will shine.

The lights would then also need a direction. This was already requested several times, but has to wait for the new WED version. Until then, you can build a static spotlight by putting a light into a hollow box with a hole - just as in real life.
