Hey Florian,
fwiw, you are completely wrong here. The reason is simple, programming games doesn't require any AI at all, what we need is something that looks like it would behave autonomic and realistically, but isn't. This is because real AI requires a huge amount of performance, and building a simple traffic system that looks good as long you don't look to deep is far more simple and does the job as well.
I'm not even sure if you want real AI, I assume that you already have knowledge about traffic, most likely more than anyone here on the forum, since you are already working on this topic. So isn't what you actually want a program which simulates traffic based on the known rules and you can change the parameters of the simulations, for example how the traffic lights work, and look if it brings you the desired change?
