Good start!
My suggestions:
Change the planet shader. Check the gamestudio wiki (
http://www.opserver.de/wiki/index.php/Main_Page) as soon as it's back up... seems to be down right now. I think there was a planet shader on there.
You can also make textures for your planet. It would be cool if they were random, but as you're saying you're new to LiteC, maybe just use some predefined textures.
Fonts: only use one font over the entire screen. Change sizes only where it makes sense.
One thing that comes to mind: Draw yourself a diagram of everything you think you need on the screen. All buttons, functions, buildings etc. THEN start making them (I recommend the GIMP - great tutorials out there and it has all the functions you'll need) all at once. This way, you will have a more consistant style than when you get it all from different places.
Other than that, if I were you, I'd concentrate on programming the game mechanics. Art can always be found later for such a game.
What does the map show? It seems to be earth, but what are the red dots?
About the fps: It's hard to tell where they go at the moment. You can show us a screenshot after pressing F11, that might help.
