Never worked with fog? Set the fog color in WED or by script. And some code:

fog_color=1;
camera.fog_start=1000;
camera.fog_end=6000;

See manual for more...

Most likely reason for this wouldn't be a power outage imo... most likely a blackout. Blackouts and curfews were very common in WWI/WWII so as to avoid air attacks from both the axis and the allies. Families would have to hang heavy dark curtains, and at dusk, they would be required to close the curtains tightly to ensure that no light could be seen from the outside, making it extremely hard to drop bombs onto cities and military bases.

hehe, if my translation is correct that's a hell of a respons to all the commentary that was on your screens (the fact that it was too dark). But in fact I like your dark style though it could bright up just a little bit (verry little). KUTGW

Thanks for your comments and suggestions. As i said its still WIP. There will be more details like better textures of buildings, plants, posters, dust, bombholes, passing bomber planes, enemies and items to manipulate. I want you to show what i am doing right now:
