Yes, but in one of their previous hardware surveys the shader model 2.0 were the largest amount. I'm not saying these people did not upgrade their system, but on a Geforce 5200 playing CS:Source just isn't quite that nice. What I'm wondering is, is this survey representative for the entire amount of computer users? I think not. Still, it's fine to take shader model 2.0 as minimum specs I suppose since the older non-2.0 or higher cards slowly dissappear anyways,
vista, directx 10, new AAA games etc. all reasons why one should upgrade their older systems at some point. For developers that wish to release games for older pcs, conitec doesn't really have a choice if they wish to 'support' these developers too.
