It's definitely the best-bang-for-buck currently available when it comes to true commercial packages. I really love Painter, but you're right a tablet is a must, otherwise more or less forget about buying, because it's true power lies in use together with a tablet. This is true for Photoshop too if you wish to make cool artistic highly customized painted textures (not the kinds of textures you end up with using a few tricks with filters and that kind of stuff, although usually you'd want to use those tricks too). In any 2D app, once you need to draw, a (WACOM! (extremely good quality and best support&compatibility)) tablet is really a must,
