The webpage you linked to has all the answers. Galep is a chip programmer.

Galep doesn't really have anything to do with 3DGameStudio, but it is a really cool product if you want to program chips.

(Just in case you're still confused, the people who work on 3DGameStudio are not the ones working on Galep. Both products are just sold by the same company.)
