Q.1 Yes and from it, build the fence model itself, this way you have the shape of the contours preset.
Q.2 Sections of fence saved as they are actually positioned so that you can ent_create them and they will magically appear in place.

From these sections you create further lod sections,i.e. Lod 2 can be just a model plane with the fence posts just painted on.
