it's the former, and a little bit of the latter. wii hardware is supposed to be at least a fair bit better than the original xbox, and the original xbox shat on its competition in terms of hardware capabilities.
i wouldn't say it's next gen, but for example the boost in shader support sets it well-apart from the non-xbox last generation consoles. mario galaxy looks great, and it's mostly thanks to groovy shader effects. though, as samb said, there's definitely a step-up in on-screen polies.
