By modifying the vertices in the UV window it is possible to adjust the appearance of the texture on the selected polygon(s). To tile the texture, simply make the polygon representation in the UV window larger than the texture image itself. For example, if you want to scale the texture so that it is visible twice on a square you have to scale the polygon in the UV window to double the size of the image.
