I really wonder what system you are using for the hair, some parts looks like clean Photoshop, and some looks like another 2d parts painted upon the 3d model, and some parts looks like Maya fur, but rely not, because I can see repetitive textures in the hair, and the fur system wont generate that, then it can be plan polygons with alpha map, but then I am really surprised that i cant see any polygons that is nearly parallel with the view angle... confusing..
