The argument "the Boxes are not powerful enough" is certainly not the reason.
Lowering the settings in the game, would make them run fine on these too.

Crytec looses money, by not bringing their production to the consoles.
They would not wine about a bit lower performance of the consoles.

There must be another reason behind that statement.
