It's probably turned off then.

To get the button for DE or EN, right click near where it should have been on the bar (I'm talking about the Start bar and you need to click somewhere on the right of the middle) and go to the top option ('work bars' or something) and select 'taskbar' to be active. Now the icon of DE or EN will appear and you will able to select through that button.
