ok, here's something to try, if you have the very first r2t dll demo there are two dx dlls, copy those and the d3dx9_36.dll into the main game folder, and if that doesn't work i'm not sure what to tell you...

if you already have the dll in the proper place AND you have made 100% sure that you have the latest dx9 version (if you're not 100% sure, download the web installer from microsoft) AND the dll is still not opening, then i do not know what the problem is, i had the "can't load" problem until i copied the dlls into the folder (which i then updated my dx9 thinking i had the last version, but i didn't), and it worked perfectly
