For the animation I recommend motion capture (MoCap), from:
http://www.truebones.com/ They sell cheap BVH motion capture, and TrueSpace motion capture, only for individual motion files. They do have big packs of hundreds of animated mocap skeletons, but these are more expensive. You can get one mocap file for a dollar or less! If you have something like Maya, Lightwave, 3DsMax, or TrueSpace, you can load BVH files into the scene, and attach the skeleton to your MakeHuman characters (Skinning)

This site has something called MakeHuman, which is FREE! It can kinda do animation, I think. I have used it, and plan on using the characters in a game i'm making (but they have no clothing on, so you must make it yourself). I also have TrueSpace 7.51. My copy has the ability to import .obj files (wavefront object), but I am unsure if you need other plugins, software, etc. to get that abilitiy in TS 7.51. By the way, somewhere on this forum, I posted a question having to do with character clothing, and I eventually figured out a way to make it myself. Just do a search for posts with the word 'Cloth' in them.
