Well do you mean low budget as in a cheaper project? A low budget means you can only allow a smaller amount of money for your project. High budget means you have much more money to spend. For example if you are talking about a low budget movie you are talking about a movie which has not very high paid actors, low quality special effects.

I hope I answered your question. I am afraid you mean something else.

Ohhh. I don't know, there are so many factors.

1)The software
2)The hardware
3)If you hire people

So much also depends upon the actual game itself. While it is very hard to believe, this site says that 300 people were used to make splinter cell in 2005.
Whereas "only" 25 people made tony hawk in 1999.

My game is a lot like the quality of mid-90's to early 90's games, so back in those days you could make a game with only a few programmers and artists.

How much does it cost to make a game?
Again, this varies upon the scale of the project but in north America it is almost impossible to develop a game for less than $1,000,000. A game such as 'Splinter Cell: Chaos Theory' cost upwards of $10,000,000 to develop with another $10,000,000 spent on marketing.

I don't know how accurate the numbers on the website link I gave is.

My game will probably be <$5000.00 USD

Zoo Race cost about $7000 to make it overall, so it is possible to make something low budget.

You have to depend on your unique "ideas" and not on money like the big game companies do.

But, after your game release, then just be prepared for the hordes of "whiners" who wanted you to spend more money on it. hahahaha!

The answer to the question "how much does it cost to make a game" is exactly the same as the answer to the question "how long is a piece of string". Whether a budget is high or low is relative to the amount of time given, and resources required to complete a task.

In project management, we talk of managing the magic triangle. You have to manage time, resources and money. You may have an abundance of one, enough of another, but seldom plenty of all three. A good project manager will try to balance them to create an even and stable triangle.

Code:

TIME
/\
/ \
/ \
RESOURCES(people)------MONEY

If I gave you a budget of $2000 and 2 months to make a single player card game with relatively static graphics, simple rules and few animations, that would be a HIGH budget game, and I believe, achievable, due to the ease with which it could be accomplished by a small team.

If I gave you the same $2000 and 2 months to create the next 3D multi-player shooter, incorporating complex physics, where every item shown can be interacted with, destroyed, manipulated, and would span 1000 levels, that would be a low budget game, and would probably fail.

Now, given $1M and 2 months, you might hire a legion of artists and programmers to tackle individual parts of the game. That is a high budget game.

Just my 2ยข. Collect the whole dollar!

The difference between Low and High development productions as I understand it is the PRODUCTION TEAM.
Low development is often undertaken by teams of 1 to 3 where machinery, wages, overheads, software, testers are minimal to the requirements of producing a first class game regardless of the genre,

High End is of course, large dvelopment in-house studios with social improvement programmes along side of and with development programmes.

Typically, every facet of the dev process is specialised whereas a Low End dev process, the specialisation are generally shared.

A low end can have the same budget as a high end but there the comparison stop.

One has multiple skill bases devided one per developer.
The other has one developer for multiple skill bases.
