The Ultimate Unwrapper 3D surely can import Collada.
It must be the Pro version
You must download the plugin for it. Check under Third Party Plugins. Be sure to extract the dae_filter.dll file to \Program Files\Ultimate Unwrap3D Pro\plugins
fbx export is only avaible in the paid version 60$
