If you are making your own level, then to add an entity, you canno do file import mdl7 you go to Object | Load Entity...
what you add here will be called "(name)_mdl_001 the icon is a black person on a turquas plane this is the icon for an entity... right click on your new entity in 3d space, then add behavior... Thats how i did it because I did not use the future level I made my own but followed their guidelines... for my biped charactor I used guard.mdl (eventually became a charactor i modeled in 3d max) anyhow... if you do file import mdl7 it will be treated as a block not an entity and blocks cant have actions...
