I plan a shooter and I want that the player fights against some terrorists and now my question is, is it illegal to develope a game where some terrorist are dying??

I don't want you to make a game with the goal of killing Jews, Armenians, or Muslims. "Innocents" are not an ethnic, racial, religious, or national group.
