Yes it's included in the full game as well.. if you like you can buy the creator now and later on enter a coupon code and get a discount... the amount you've paid for the creature creator. It's all marketing to create a hype.

it's probably a very small format of their own with just enough information for spore to figure the rest out procedurally
I dont know. People quickly found ways to extract The Sims 2 meshes to .obj, but its difficult to extract animations. So they will probably find ways to reverse engineer it and get the mesh and textures out.
