Yeah if you talk about movements only, but we want pretty environments, no? That's what it's all about. And detailing take alot of time. Not only because it's alot of programming, but also because there's an artistic aspect to take in account. Programmers are usually no artists so you'd need good coöperation between the two, which is hard to achieve already. The people that do know how to make it pretty charge alot of money as well.
