I think if Terragen gives us an image of 81x81 it means that it is impossible to make that image 96x96. I tried once but the system refuses totally 3DGS format. He says it is a unknown format. Open your paint software(Paint, Photoshop, Gimp, Paint.Net, etc. ), resize picture, save picture. For quality reasons i would suggest to use cubic interpolation method while resizing.
