I think if Terragen gives us an image of 81x81 it means that it is impossible to make that image 96x96.
Open your paint software(Paint, Photoshop, Gimp, Paint.Net, etc. ), resize picture, save picture. For quality reasons i would suggest to use cubic interpolation method while resizing.
