The license only covers using the software for yourself. Thus, people can only distribute compiled projects when they own the Pro Edition.
You can theoretically compile other people's projects, but must then make an agreement that they transfer the usage rights to you, and let you distribute their projects as your own. You can then pay them royalties. But normally this is not worth the hassle.
