As Tobias already suggested, add

PATH "Meshtex"; to a .wdl file that has the same name as the script you add to your level in WED (so if that script's name is doodlewoo.c, create a file named doodlewoo.wdl and add the above line). It could be that WED doesn't take
#define PRAGMA_PATH "pathname"
into account when it comes to external .fbx textures.
