Your method is probably fine. I try to do everything on the height map level (gray scale images) and generate normal maps as last step. But this counts only for 2d work.
When I generate maps from geometry then I have to make height and normal maps separated since I did not find a good tool to make height maps from normal maps.

im not sure, but i think blender can do it, if not, I know for sure xnormal can.

You might want to use some of my textures and materials some time. I take real photos with an expensive @$$ camera, then make them seamless (for certain objects), generate material mapping for them, and anything else I/customer wants. I even create sprites for grass, small bushes, shrubs, weeds, etc out of real photos. You could make your scenes look totally photo-realistic. smile

PM me if you ever want anything, even a custom order. I'll even give you some free materials just to try out and review. wink
