The bone "Stomach" is the parent to "torso", but apparently has no parent bone itself. You can see this in MED from the direction of the conic part.
Mmm.. in that case if ent_parentbone can not correctly detect parent bone, so how i can detect bone structure (i want draw bone structure on screen like in MED)? Is that possible (in Lite-C)?
I also can't see a cube map problem. Everything is there - see attached image. Maybe it's an issue with your version or 3D card. Can you post your acklog.txt and dxdiag output?

Probably it is bug of driver, but i not sure, environment cube-mapping from DirectX SDK work fine
