they could get the answers, and thus its not a test anymore, so there wont be truth in the test.
That's wrong. Truth will be as useful as before, meaning people still would want to learn stuff. Perhaps telepathy would be just a new way of 'reading a book', but instead you'd be reading a teachers mind instead.
I'm sure gaining knowledge will still require effort just the same, meaning a test might change it's form, but not it's abstract sense.

I doubt this, as it would depend on the definition and practice of telepathy. What if you need to be 'within a certain range'? What if people can 'block you out'? Etc.
I'm sure it would be a communicative skill that not every person would be able to master as good as the next, regardless of the actual workings behind telepathy.
