The limitation is in Venezuela, I was reading on the internet and it is because people here was spending too much money outside the country then the government use this limitation to put some kind of limit to this money leak, acording to the article that I was reading the limintations are temporal but the deadline is unkown.

And about what lukas said, maybe I should contact Conitec and see if there's another way to get the pro version but I doubt there's any other.

I hope to find a way but I think my best bet is to make a game with a cheap edition and if I find some publisher or something I would request some funds for the engine, my question is, if I switch let's say from free edition to pro, isn't there any problem with the code or something?
