Go to the official 3DGS wiki and search for "Shaders". You'll find a page that lists several free-to-use shaders for your games and applications.

you cannot use shaders if you have liteC free or extra, I think (you can try fixed function effects, but I dont know about toon FF effect).
if you have comm or higher edition then you can use shader library in GS installation (over than 20 shaders, toon shader included) or wiki as suggested by Redeemer.
