i meant since you cant use wdl files in the free version, it would be cool to let ppl that just own 3dsmax and the free version of mdl to enter.(ppl like me) There's a free version with WED now, too.

hmm it's not likely to everyone to have shader support, i am planning 2 version,one with shaders for comm+ users, and a shaderless one for free version users and those who do not want to use shaders.

are we allowed to use graphic oriented code in our level? such as shaders for terrains, normal maps, fur shaders and so on? Your level should not throw errors if your shader is not supported by the engine. You can check if it is PRO or below and use other materials as fallback. You can use shaders at your own risk and make sure you have solid fallbacks just in case the jury has other hardware than you. If your mdl files support normal maps,... it is great. But they should look good without shaders, too.
