Arabs are generally welcome. But Uncler said that mouhymusic (which seems to be his nickname in other forums) begged people in arabic forums to vote for him. If that's right, there should be many people from arabic countries who registered in the past few days. And there are.

is as u said "not allowing users with 0 posts to vote"
because every one can make new accounts and cheat
