Hi, im currently working on a RTS type game, and im looking for a way for the user to click on a tank or a soldier to make a list of commands appear like "attack" or "defend". I've tried making it where if you click on the model, that the commands will show but it doesnt work. any help at all on this will be greatly appreciated

show some code, what you have. its difficult to say, when we dont know what you already did.
you have to make the model clickable with event_CLICK and than make a panel visible with toggle(panelName,SHOW);

Better use pan_create for the Command window. Cause that Allows you to create Buttons during runtime, and that allows you to dynamically Change the upgraded Units Command Window.
