I do it like this (in Gimp):

-Select the background with the "magic wand" (in your case the pure blue)
-Add an alpha channel (Layer->Transparency->Add Alpha Channel)
-Hit "delete" to delete the selected area.
-Voila, theres your image with alpha channel
-Save it as tga

I hate it to fiddle around with masks...
