There's nothing wrong with Damocles' feedback.
That's the sort of reply that anyone has to bear, if he wants to call himself professional.
Although, I don't fully agree with his points, I can't see anything wrong in the way he did write it.
He said the head is too small and provided a picture where you can see a head shoulder ratio that you can compare to the head shoulder ratio of the model - to me, when I would get such feedback, it is fully sufficient to have a second look at my model to prove whether I think he made a point or whether I still disagree.

Dont forget that those proportions can also change with the overall size of a woman. A fairly tiny but adult women looks cute and a bit like a kid just because she has other proportions (the photo is just like this). This is because eyes and head are bigger compared to the rest of the body.

But a tall women (like this 3d model) has a smaller head compared to the rest of the body. And with some high heels she looks more like an idealized version of a fashion puppet. That is the reason why fashion designers prefer big women. And this 3d model follows these fashion measurements. I personally dont like them very much, but I know that many painters and 3d artists follow these idealized fashion proportions.
