Just use EVENT_DETECT as fogman said, and use IGNORE_FLAG2 in "c_scan" for searching covers, so if cover isn't free (someone is already hiding behind it) then set it's FLAG2, so other bot's will not see this cover, otherwise (if bot can hide behind cover) reset it's FLAG2... Very simple and effective I guess.
