ive seen an aum edition that can help achive this. it wasnt dealing with water but balls instead.

lots of physx work but yes anything is doable in 3dgs.

the only limits in 3dgs is hardware and ideas.

You could do this with lots of small balls, and then applying postprocessing shaders until they look like water.
It is still hard, but it is doable if you have shader knowledge.
